RFAD adopts its 2026-2030 Strategic Operational Plan

Six strategic areas, 25 outputs and a three-phase pathway to move from aid to sustainable development with communities in eastern DRC.

The 2026-2030 Strategic Operational Plan translates RFAD's vision, mission and purpose, as set out in its statutes adopted in Beni on 20 June 2024, into an operational, measurable and budgeted framework for action.

Modelled on the strategic plans of United Nations agencies and international NGOs, it is built on a theory of change, a results chain, an integrated results and resources framework, and a monitoring, evaluation, accountability and learning (MEAL) system.

Three implementation phases

  • 2026 — Structuring and launch: baseline study, procedures manuals, first pilot projects.
  • 2027-2028 — Roll-out and expansion: scaling up programmes, geographic expansion, mid-term evaluation.
  • 2029-2030 — Consolidation and sustainability: securing gains, final evaluation, national positioning.
